MARINES
Fleet Admiral: Lucifer De Jinn
Unlike most Fleet Admirals in the past, Lucifer was promoted downwards from the World Nobles by the Gorosei to ensure their interests would always be followed by Marines. As a result, he stands out among most Marines - average build, finely groomed goatee and hair, doesn't carry weapons, wears a white business suit rather than a uniform, and above all else never wears the traditional Marine Officer's jacket. He considers himself "Above Justice", and believes that the law and the Marines exist to serve the World Government's will, not the people. As a result, nearly EVERY member of the Marines despises him, despite him being the highest authority in their ranks.
He is known by many as "Devil Killer" due to the fact that he has the unexplained ability to negate the powers of Devil Fruit users with just a glance from his red eyes.
Admirals:
- Admiral "Kumashiro"
Real name: "Little" John Smith
Nobody ever expected this young man from the North Blue to ever make it in the Marines, John was an utterly unremarkable person aside from his colorful blue hair. Enlisted at 16 as a Chore Boy, he proved to be the most loyal Marine that ever stepped foot on a battleship's deck. A master with sword and rifle, he rose alarmingly fast through the ranks due to skill, loyalty, and an adherence to the Marine ideals to an almost religious degree, all the while truly believing that the Marines are the truest form of Justice in the seas. Promoted only at the start of this year following the death of Admiral John Giant, "Little" John continues to defy expectations and impress everyone around him. He is known for wearing the basic Marine uniform under his "Justice" jacket and somehow inspiring anyone under his command to high spirits and amazing loyalty.
- Admiral "Washiro"
Real name: Onkel Samuel
A tall, imposing man who entirely fits the appearance of his position, a nearly 15 foot tall man sporting a finely groomed gray-white beard and muscles for days, even in his apparent old age. He usually wears a Marine uniform vest beneath his "Justice" jacket (his arms refuse to be contained by sleeves), but otherwise tends to wear one of a variety of patterned business slacks. He is rumored to be strong enough to punch a battleship in half, agile enough to leap between the masts of two ships without slipping, and fast enough to run across the water itself. However, like his two fellow Admirals, he was not chosen for his power alone, but for the respect and loyalty of his troops.
- Admiral "Kishiro"
Real name:
Admiral Kishiro is a rather mysterious figure. Formerly a Privateer of Noble origins, he rose through the ranks fast enough to warrant the Marines considering him for actual enlistment, and some years ago he became a Captain... and rose to the top from there. The odd part, is that nobody seems to know his age, as far as most Marines know he has an unknown Devil Fruit power to alter his own age. What is for sure, however, is that he is an INCREDIBLY skilled tactician and general, perhaps the greatest strategic mind that ever lived. It is said that he is so skilled, that even common troops fight better under his orders. He has been known to wear fine business clothes and other quality clothing beneath his "Justice" jacket.
PRIVATEERS
The Privateers are effectively the modern equivalent to the Shichibukai. They are an elite team of Bounty Hunters that gained so much status that the Marines offered them full-time jobs in exchange for always being available. The true reason, assumed by many, is that these Bounty Hunters had become so powerful and skilled that they rivaled the highest ranking members of Marine command. Even Pirate Hunters (pirates who hunt other pirates) can earn a spot on this list... but in their case, they have to defeat a member of the Privateers to take their spot.
Only the top three members of the Privateers are well-known, the rest tend to operate in secret and the Marines tend not to release their names otherwise.
1) Barrett El Cid
An incredibly tall elderly man with a distinct curled white beard, and an equally distinct spiked hairstyle that resembles a crown. He primarily fights with a Meito resembling a European broadsword, as well as frequently using thrown weapons.
In his youth he was known as "Black Jack" Barrett and was considered to be the world's greatest gambler, always able to predict the outcome of any card game and see through any poker face. Originally he became a bounty hunter by accident, after killing a pirate who accused him of cheating. He came to fame shortly after the Summit War upon capturing and claiming the Bounties on the entirety of the Blackbeard Pirates, including their Captain, Blackbeard himself.
Following the public execution of the Blackbeard crew, the Marines finally did away with the Shichibukai program, reinstating their bounties and ordering them killed on sight by any Marines willing. The Privateers were established in their stead, with Barrett as their effective leader, now using his full name rather than his epithet.
2) "Killer Queen" Rosaline
A young, black-haired, fair-skinned woman known to dress in a mix of fine suits and dresses, favoring pink, white, and yellow. She came to fame about 10 years ago as a teenager, collecting one of the most legendary bounties of all time, the "Devil Child" Nico Robin. She collected it in the most unusual way, however - she approached a Marine base and displayed her ability to use the Devil Fruit powers of the Hana Hana fruit, which had been eaten previously by Nico Robin. Knowing that no Devil Fruit can exist twice, they took it as proof of Nico Robin's death and awarded her the bounty, as well as a place among the Privateers. Little is known of her besides her power, other than that she also possesses the power of Conquering King's Haki, which she has called "Queen's Haki" on numerous occasions.
3) Rahn "The Hyena"
The man(?) known as Rahn is a subject of mystery. What is known is that at some point after the Summit War, he appeared as a wild-looking man dressed in furs who brought the decapitated head of the pirate known as Bellamy the Hyena to a Marine base for payment. He told Marines that he killed him "because Not-Hyena was calling himself Hyena", and despite clearly lacking even basic culture or intelligence, was given the bounty pay.
Eventually, years later, he re-emerged from obscurity, this time with the collective decapitated heads of the Donquixote Crime Family, following a massive war that occurred on the island of Dressrosa. His only words this time were "same flag as Not-Hyena", and mumbling something about "getting paid for killing paper-faces." Despite clearly being a complete psychopath, he demonstrated a willingness to continue murdering people for pay, and so he was appointed to the Privateers where he could better be supervised and kept in check. He has also been appointed a Cipher Pol handler named Thane to keep track of him.
To date, however, nobody living has actually seen Rahn fight, and nothing else besides his bounty records is known about him.

Yonkou
Following the Summit War, Whitebeard's place as Yonkou was granted to Blackbeard, who was captured and executed not a year later. Red-Haired Shanks faded into obscurity, last seen peacefully reclaiming Luffy's straw hat from Admiral Fujitora on the front gates of Marineford a year after the war, on the same day Fujitora resigned as Admiral. Big Mam and Kaido, over the years, continued to be Pirate boogeymen of the New World but never notably did anything further to shake the playing field. It is assumed that both of them eventually died of old age sometime in the 20 years since the Summit War.
Only one person still holds the title of Yonkou and is known to still be active.
"Bluebeard the Crooked"
Real Name: Jean de Pargo
Bounty: 300,000,000 Beli
Bluebeard is a relic in every sense of the word, and is only a Supernova by. Now known to be well into his 90's or even older, Bluebeard is said to have once been a Baron on the island of Lyneel during Gold Roger's era. He met the Great Pirate when Gold Roger once went to Lyneel, and chose to live a life of freedom rather than wealth and nobility. By the time he made it to the Grand Line, however, Gold Roger had been caught and executed.
By then, he had become incredibly aware of how much he preferred his former noble life to that of a pirate, but with a bounty on his head he could not go back, and blamed Gold Roger for "stealing his future", and blaming him for dying before he could take his revenge. From this point on, Bluebeard became one of the most murderous, truly evil pirates of the Golden Age, racking up a body count so high that the Marines... found him predictable, and thus not worth their time, other than putting a high bounty on him.
Following the Summit War and the deaths of Whitebeard and then Blackbeard, and with the other Yonkou seemingly falling out of public attention, Bluebeard became known as the last of the Yonkou. He was last seen in the New World. He is most known for his braided blue-and-gray beard and for having a peg right leg, and despite it is said to be the fastest man alive, so fast that the only thing that can catch up to him is his own age.
SUNSET SUPERNOVAS
The Sunset Supernovas are the second Worst Generation, and to the Marines' thanks there has been only one major new pirate of note since the Summit War.
"Calico" Jacqueline Berry
Bounty: 99,000,000 (collectively)
The woman known as "Calico" is the last pirate from the Blues to reach the Grand Line since the Summit War, as she and her crew somehow slipped in during the construction of the Great Red Wall, that alone earning her a 90 Million Beli bounty. She is reputed to be an amazingly skilled pistoleer and unarmed combatant, but her name oddly comes from the pet housecat she has always been seen with. The cat itself has a 9 Million Beli bounty of its own, bringing her effective total to 99 Million at this point.
Despite the high bounty, she is not known for committing any particularly violent crimes, and has earned her bounty by of breaking into Marine bases to liberate the prisoners to join her crew. She is rumored to also possess a Cat-based Zoan Devil Fruit of some sort.
